Bruce was born in Aracdia, Florida, the first son of Paul and Thelma Mitchell. He grew up in St. Petersburg, graduating from Northeast High School. tie earned his undergraduate degree and MS from the University of South Florida and his Ph.D. from Florida State University. He was the Director of Research Services for the Board of Regents. Bruce also served as an Officer in the U.S. Navy Reserve and was mobilized to active duty during Operations Desert Shield and Desert Storm. Also active in the community, Bruce assisted United Way, a founding member of the St. Andrew Society of Tallahassee, member of Phi Delta Kappa, and attended Holy Comforter Episcopal Church.

Bruce and his wife, Carol Hale Mitchell, were married for more than thirty years. Their children are Dawn Dreyer, Christiann Barineau, and Logan Burdette-Dansby Mitchell; sons-in-law are Michael Lee Dreyer and William Kevin Barineau: grandchildren Michael Dayton Dreyer and Grace Addison Dreyer. Among Bruce's many interests were music, literature, travel, world history, politics, photography and spending time with his immediate and extended family. He was an avid supporter of education and the arts. Bruce also enjoyed running and often seen with his friends and co-workers during lunch, exercising at the FSU track of near the Capitol Complex.

In presenting the endowment to the Board, his wife, Carol remarked, "Bruce would be humbled by the many friends, relatives, and family members that have contributed to make this possible. As his family, we support the values and goals established by the Foundation and are proud that our husband, father, grandfather, and friend will be part of an organization that supports children 's musical endeavors. Bruce was an honest, compassionate man who touched many lives. He is warmly remembered and greatly missed."
